WID sponsored AB 1113 (Brownley) headed to CA Senate
Appropriations Committee Hearing set for August 20th!

AB 1113 by author Assemblywoman Julia Brownley, sponsored by WID, passed out of the State Assembly on June 6, 2007. Thanks to the support from over 50 state and national organizations such as CFILC, AARP, SEIU, and Health Care for All, the Assembly vote was bipartisan with 50 in favor, 27 opposed. AB 1113 remains intact with none of its provisions changed or dropped! AB 1113 passed out of the CA Senate Health Committee on July 11 with a bipartisan vote of eight in favor, three opposed; it now heads to a Senate Appropriations Committee hearing August 20th.
AB 1113 would make important changes to the 250% Medi-Cal Working Disabled program which provides Medi-Cal services for workers with a disability. The new bill waives asset and resource limits, removes the current program's marriage penalties, exempts public and private retirement income for those enrolled, and does away with the program’s current sunset provision. The program is set to end in 2008 without this provision. A legislative analyst commented recently: “Oh so folks in this program can do what most everyone else does with their lives, get married and save to buy a home.”
The statewide GAPS Task Force on the 250% Medi-Cal Working Disabled Program, staffed by WID, has been working on recommendations to improve the Medi-Cal program. Seamless access to health care is a complicated but upfront quality of life issue for people with disabilities. While gaining independence is at the core of our struggle for affordable, accessible health care, many people find health care programs available to people with disabilities hard to work with. AB 1113 improves our quality of life.
