This report analyzes six program models in terms of cost and degree of support for Independent Living using data from WlD's 1989 program survey of all publicly-funded PAS programs in the United States. Both Independent provider and agency models are examined and compared.

RRTC-ILDP Issue Brief: Collaboration Between Publicly-Funded Rehabilitation Programs and Community-Based Independent Living Centers
In recent years, several publicly-funded vocational rehabilitation (VR) agencies and consumer-controlled, community-based, independent living centers (ILCs) have undertaken collaborations focused on im-proving employment outcomes for people with disabilities (Thayer & Rice, 1990; Means & Bolton, 1992; 1994). However, program and practice char-acteristics that enable such collaborations to succeed are not well understood (Hanson & Temkin, 1997).

Curriculum on Abuse Prevention and Empowerment (CAPE)
Sadly, people with disabilities get abused, sometimes at the hands of people who help or care for them. Care providers and personal assistants, including family members and service providers (paid or unpaid) can be abusive. When abuse occurs, a disabled person’s personal health, safety and emotional well-being may be at risk, along with their ability to engage in daily life activities. Sticks and Stones is as collection of over fifty stories about facing abuse and violence. The compelling stories are told by a diverse group of people with disabilities, as well as family members, services providers, and other allies, and cover a wide range of mistreatment and recovery experiences.
CAPE: Curriculum on Abuse Prevention and Empowerment
Abuse of people with disabilities and elders creates a significant barrier to independent living and full integration into the community. Abuse and mistreatment is defined as any unwanted, hurtful, dangerous, neglectful, frightening, insulting, oppressive, or demeaning behavior directed at a person or persons with disabilities. It can include physical, verbal, emotional, sexual, or financial mistreatment, including theft, violation of privacy or autonomy, and crime, including hate crime. To reduce the incidence of abuse, WID created a comprehensive training curriculum in English and Spanish to educate people with disabilities, services providers, and family members about abuse awareness and prevention strategies.

A membership organization that advances the independent living philosophy and advocates for the human rights and services for people with disabilities to further full integration and participation in society. The site contains a national directory of independent living centers and links to organizations, federal agencies and other resources related to people with disabilities.
California Foundation for Independent Living Centers
A non-profit organization operated by and for persons with disabilities, ensuring the rights of people with disabilities to live independently and fully integrated in the community. The Sacramento based foundation lists all California independent living centers that are member organizations. CFILC conducts advocacy, outreach and training activities on a wide range of disability issues.
